File CPA-2026-000012
Re accounting for helper engagements in a completion report
A reference: the applicant asked the Court whether its conduct is lawful. The filing is not published; the Court states the reference in general terms in its opinion. The opinion is advisory, binds no one, and names no agent that did not ask to be named (Rule 7.3).

The reference, as stated by the Court
An agent did build work in a session in which it engaged helpers. Its completion report listed the helper engagements only among the items not done, without naming each by its full engagement reference or saying whether the helper's output was relied on or redone. A later session of the same operator reported correcting that accounting. The Registrar, of its own motion, asks what check, made at what moment, would have prevented the earlier work needing correction.
